  Dear USAG Utah Membership,

The following pages represent State Policies that your State Administrative Committee has voted to put in place for the 2011-2012 competitive season.  Always refer to Rules and Policies for USA Gymnastics, first and foremost. Please order your copy from usa-gymnastics.org.  All meet directors should have a copy in their gym and at meets!

Please support all Meet Directors as they strive to follow Rules and Policies:

1.         Bring your USAG Membership Card to all Sanctioned functions.
2.         Dress in appropriate attire. At State Meets and above, dress code as outlined in Rules and Policies Page 11 will be strictly enforced. Athletic shoes with         rubberized soles and athletic warm-up pants or “docker style” permitted. (No jeans!) Collared Shirts, business casual shirts or T-shirts with gym logo permitted. (no spaghetti straps, low cut tops or midriff revealing shirts). No hats or visors.

3.         Send your entries in early to allow meet directors time to organize.

4.         Pay late fees willingly to compensate for inconvenience to the meet director.

5.         Keep current with your memberships.

6.         Know your athlete’s membership numbers and keep your rosters updated.

7.         Do not allow an athlete at any level to compete unless they have met the age requirements for that Level. (No exceptions!)

8.         Know your USAG Club Number.

9.         Keep your club information current on the website and check your Athlete and Professional membership numbers at www.usa-gymnastics.org for accuracy.

10.       Check all Athlete and Professional member numbers on-line before your competitions and do not allow anyone on the floor without the proper credentials.

11.       Keep your e-mail address current with USAG so you receive the most up to date information. You may also send your e-mail address to cbennion@usagutah.com to be part of the state e-mail list.

12.       Refer to the State Website often for updates and the latest information. www.usagutah.com.

13.       It is your responsibility to keep your club and personal information updated on the web-site and to stay current with all rules and policy changes.

STATE MEET HOST RESPONSIBILITIES

  • All Rules must be followed according to the latest edition of the Women’s Program Rules and Policies (2010-2011). Must have Copy!
  • Initial Information should be sent no later than 6 weeks before the State Meet Date to all clubs participating. This information should also be sent to the SACC by e-mail (cbennion@usagutah.com) or by fax 801 263 0128.
  • Facility (if changed from original bid), Equipment, Spectator Seating, Sessions, and meet format must be approved by the State Administrative Committee prior to sending the information to the clubs.
  • Sanction must be requested at least one month prior to State meet.
  • Deadline for entries should be no later than 1 month prior to competition.
  • All Entries need to be copied and faxed/e-mailed/mailed to the SACC for determining additional age groupings and awards.
  • Clubs that have not responded with entry form and payment should be contacted 3 days prior to the deadline by phone before being accessed the late fee.

STATE COMMITTEE RESPONSIBILITIES

  • Prepare Rotations with Meet Director for Draw
  • Reconfirm all ages, athlete numbers, and professional numbers/safety certification/Background check for all participating in the meet.
  • Direct and oversee all equipment set-up, spectator seating, times and warm-up procedures.
  • Set up Session times and additional age groups after entries are collected
  • Reimburse meet host for Sanction
  • Set Gate fees
MEET HOST CHECKLIST

•         Collect all rosters and entry fees set by SAC

•         Secure an electronic scoring system and qualified person to run it.

•         ADULT warm-up timer on each event.

•         ADULT timer on Beam for timing of routines.

•         Area for judges to view the Base score DVD with a TV/DVD Player or DVD PLAYER with Screen.

•         Meals for judges should be provided in a separate area (no snack bar food) or per-diem paid and time allowed for judges to eat outside the facility.

•         Provide hotel rooms with 2 beds per room for judges assigned out of area.

•         Coaches Hospitality room should be provided. (Separate from Judges area)

•         Provide printer and copier for results following each session

•         Updates with directions to the facility, times of sessions, etc should be sent out at least 2 weeks prior to the meet for posting on the web-site.

•         Gymnast Gift /Goody Bag for each participant. Examples: T-shirts, shorts, hat, water bottle etc. Must be approved by SAC.

•         5.00 to be paid to the State USAG Account following the final entry count.

•         Pay all judges at conclusion of meet.

•         Pay for all Individual Awards and Team Banners.

•         Must check and double check all ages with coaches and State Committee to ensure correct placement of awards.

•         Financial must be sent to SACC within 6 weeks of State Meet

•         Read and apply suggestions found in the Meet Organization Guidelines found on-line under Rules and Policies at www.usa-gymnastics.org or contact the SACC for a copy.

State Calendar Planning Procedure

All clubs need to notify Cathy Bennion (cbennion@usagutah.com ) with the number of competitions they intend to host prior to the calendar meeting each year.  If you are planning to host a meet in the Fall Compulsory Season or during Optional/Spring Compulsory season, then you would email me with the intent to host 2 meets, one in each season. It is recommended that you send a representative to the draw from your club or notify Cathy with how you can be reached the night of the draw. Any club 100 miles from the Draw site, may be included in the in the 1st Draw but must get dates to the SACC.
 
There will be 2 drawings:

Drawing #1: Any club or organization interested in hosting a meet will be put into a hat. Names will be drawn out one by one. If your name is drawn, you will select ONE weekend on which your club would like to host a competition. (You may select one weekend only at that time.) If your club wishes to host a second competition, you must wait until drawing #2 to select a second date. All gyms hosting an invitational in an outside facility that would like to secure their date on the calendar, will not have a second meet date choice until the 2nd draw.
 
Drawing#2: Any club or organization interested in hosting a second competition will be put in the hat and the process will continue as described above. If there are still weekends available, then we will draw a 3rd time.
 
The committee strongly encourages clubs to collectively schedule no more than two competitions on a compulsory or optional weekend due to availability of judges. The state cannot and will not deny any organization the ability to host a meet, however, judges will be assigned by NAWGJ Utah to the first 2 meets assigned on the calendar prior to any other events. Any competition hosted in an outside facility is eligible to be put on the state calendar rather than going through the above selection process. (Again, though, it will be considered their 1st draw date pick.) Please notify the SACC  (cbennion@usagutah.com)with your Invitational dates (outside facility meets only) any time prior to the scheduled calendar meeting.

*** All requests for judges must be postmarked by July 1 of each calendar year for your meets. All requests received by that date will be assigned equally with local judges if possible. There will be request for judge’s forms and stamped self addressed envelopes available for you at the draw.

  • $8 per adult, $5 per child (3-12 yrs of age) (outside facility) Family passes, day passes to be included with bid and publicized on meet information with approval of State Administrative Committee.
  • In-gym State Meets $5 Adults $3 per child (3-12 yrs of age)
Awards

  • All gymnasts receive achievement ribbons for events.
  • Medals for All Around (Gold, Silver and Bronze according to score breakdown stated in Rules and Policies)
  • Team awards per session to include: Gold Team Achievement, Silver Team Achievement and Bronze Team Achievement Banners depending on number of teams entered.
  • 3 top scores per event count towards Team Achievement awards.
Judges

  • Two judge panels recommended but one judge panels allowed.
  • Meet directors must announce in meet information if only using one judge per event.
Competition Procedures:

Level 3’s may perform either the Level 3 Vault or the Level 4 Flat Back. Must inform the judges of which vault they are performing.

  • State Entries must be received by deadlines set by meet host or late fees apply.
  • Entry fees are non-refundable 2 weeks prior to State Meet date.
  • Requests for refunds must be submitted on State Form.
  • Gymnasts may compete either the Level 3 or the Level 4 Vault in competition.
  • Gymnast must have reached her 5th birthday to compete Level 3.
  • Gymnast must be a registered as an introductory athlete with USAG.
  • No age divisions for Level 3 State

·        Exceptions must be put in writing to the State Administrative Committee if age, injuries or illness are a factor.

·        Fall and Spring State Meets

·        State Meets In-Gym 60.00

·        State Meets outside facility 75.00

·        $5 goes to State/Regional fund

·        $25.00 Late fee per athlete will be strictly enforced.

Gate Fees

·        $8 per adult, $5 per child (3-12 yrs of age) (outside facility) Family passes, day passes to be included with bid and publicized on meet information with approval of  State Administrative Committee.

·        In-gym State Meets $5 per adult $3 per child (3-12 yrs of age)

Awards

·        All gymnasts within age group receive AA medal for placement.

·        Placement medals per age group per event minimum of 50%.  No ties will be broken.

·        Team awards Maximum 1-6 Places.

·        Top 3 scores count on each event for team competition. Gymnast’s scores may count from any age group or session.

Judges

·        Two judge panels mandatory for qualifying scores for State.

·        Meet directors must announce in pre-meet information number of judges assigned.

Competition Procedures

·        State Entries must be received by deadlines set by meet host or late fees apply.

·        Entry fees are non-refundable 2 weeks prior to State Meet date.

·        Requests for refunds must be submitted on State Form

·        Gymnast must have reached her 6th birthday to compete Level 4.

·        Gymnast must be a registered athlete with USAG.

·        Age Divisions to be determined by State Administrative Committee prior to the beginning of the season and published.

·        Gymnast must compete in age group during the season determined by the age she will be on the last day of State Meet.

·        $5 goes to State/Regional fund

·        $25.00  Late fee per athlete will be strictly enforced.

·        $8 per adult, $5 per child (3-12 yrs of age) (outside facility) Family passes, day passes to be included with bid and publicized on meet information with approval of  State Administrative Committee.

·        In-gym State Meets $5 per adult $3 per child (3-12 yrs of age)

·        Team awards 1-6 Places. May be less places depending on number of teams entered.

·        Top 3 scores count on each event for team competition. Gymnast’s scores may count from any age group or Level 6 session.

Judges

·        2 judges per event mandatory to be considered qualifying meet.

·        Meet directors must announce in pre-meet information if using only 1 judge per event.

Competition Procedures

·        State Entries must be received by deadlines set by meet host or late fees apply.

·        Entry fees are non-refundable 2 weeks prior to State Meet date.

·        Requests for refunds must be submitted on State Form

·        Gymnast must have reached her 7th birthday to compete Level 6.

·        Gymnast must be a registered athlete with USAG.

·        Age Divisions to be determined by State Administrative Committee prior to the beginning of the season and published.

·        Gymnast must compete in same age group during the season determined by the age she will be on the last day of State Meet.

·        If competing both Level 5 and 6 during a season, athlete must commit to one level by Oct 15th for Fall season and by May 1st for Spring season.

·        $8 per adult, $5 per child (3-12 yrs of age) (outside facility) Family passes, day passes may be included with bid and publicized on meet information with approval of State Administrative Committee.

·        In-gym State Meets $5 per adult $3 per child (3-12 yrs of age)

Awards

·        Placement medals per age group per event and All Around 50% minimum per session. No ties will be broken.

·        Gymnast must have reached her 8th birthday to compete Level 8

·        Gymnast must compete in age group during the season determined by the age she will be on the last day of Regionals.

·        If competing both Level 7 and 8 or 8 and 9 during a season, she must commit to one level by Feb 1st for State meet.

·        Top 3 scores count on each event for team competition. Gymnast’s scores may count from any age group or Level 10 session.

·        Two judge panels

·        Affiliated judges may not be head judges at qualifying meets for state when affiliated team is competing.

·        If competing both Level 9 and 10 during a season, must commit to one level by Feb 1 for State Meet.

Criteria for Selection of Judges to Utah State MeetsLevel Xcel, 7, 8, 9, 10 State Meets:

1. Availability, criteria, and CPE (active status) must be met.
2. Selected judges must be actively involved in judging the
    season. (Minimum of 3 meets required and a minimum of 1 in-state)
3. A judge must attend a minimum of one optional
    Regional/National congress, workshop, or clinic (may be
    in-state if national/regional caliber clinic).
4. Mandatory attendance is required at one of the following clinics to be
    considered for Optional State Meet: National Congress, NAWGJ
    Symposium, Region 1 Congress, Regional Clinic, or State designated
    clinic for optional season. (No exceptions )
5. Judges for Optional State must have judged one calendar year at their
     rating before being considered for State Meet.
6. Judges must be available for all sessions of State Meet to be considered
    for the assignment. (Special circumstances may apply)
7. Judges must spend time in at least 2 different gyms
    during the season. (Intersquad, volunteer time, practice judging)
8 . Judges with no shows, poor evaluations, or other misc. problems that
     have not been resolved will not be considered for any State Meets.

Level 3, 4, 5, 6 State Meets:

1. Judge must attend a minimum of one clinic, workshop, congress, etc.
    for the compulsory season.
2. Mandatory attendance is required at the designated State Clinic for
    each Compulsory season. (No exceptions)
3. Judges for Compulsory State must have judged at this level for one
    calendar year before being considered for the State Meet.
4. Judges must spend time in at least 2 different gyms
    during the season. (Intersquad, volunteer time, practice judging)
5. Judges must judge a minimum of 3 meets during the Compulsory
    season. (Minimum of 1 in-state)
6. Judges must be available for all sessions of State Meet to be considered
    for the assignment. (Special circumstances may apply)
7. Judges with any no shows, poor evaluations, and other misc. problems
    that have not been resolved will not be considered for any State Meets.

***Judges meeting the criteria above does not "automatically guarantee" that you will be assigned to a State Meet.
It only makes you eligible to be selected by the State Committee***
